[DEDAH] Kerajaan Beli Kamera Perangkap Laju 10 Kali Lebih Mahal

Audit perlu siasat KDN bayar 10 kali ganda beli kamera perangkap laju

KUALA LUMPUR 22 November: Audit terbuka perlu dilakukan terhadap Kementerian Dalam Negeri (KDN) berhubung pembelian kamera perangkap laju yang meningkat sepuluh kali ganda dari harga asal, kata Ahli Parlimen Pokok Sena, Datuk Mahfuz Omar.

Beliau merujuk jawapan bertulis KDN kepada Ahli Parlimen Jerai, Firdaus Jaafar bahawa Polis Diraja Malaysia (PDRM) dibekalkan kamera perangkap laju sejak 1995 dengan jumlah terkini 124 unit.

Ia meliputi model Laser Digicam berjumlah 85 dengan harga RM173,925 seunit, manakala bagi model Laser Trucam berjumlah 39 unit dengan harga RM223,500 seunit.

“Kontrak-kontrak kerajaan ini sangat diragui.

Siasatan perlu dibuat, lebih-lebih lagi sekiranya diberi secara runding terus (awarded tender). Kita tak mahu ada salahguna dari peruntukan KDN,” tegasnya kepada Keadilan Daily.

Sementara itu, Timbalan Ketua Polis Trafik Bukit Aman, ACP Mohd Fuad Abd Latiff dilapor menyatakan harga kamera had laju model LTI 20-20 TruCam hanya kira-kira USD 6,000 (RM17,000) seunit.

“Ada sesuatu yang tak kena. Kalau diaudit Jabatan Audit Negara, pasti ada (penemuan salahguna), sebab Jabatan Audit sebelum ini pernah menemui pembelian barang oleh agensi kerajaan yang harganya meningkat berpuluh kali ganda,” jelas Mahfuz.

Beliau membandingkan sebut harga lebih murah dibeli pihak berkuasa Amerika Syarikat, iaitu di Montana USD 4,995 (RM15,292.59) dan Idaho USD5,057.44 (RM15,483.84) bagi seunit kamera Laser Trucam.

Manakala bagi kamera Laser Digicam yang dibeli pihak berkuasa Delaware berharga USD 6,378 (RM19,526.88).

“Kenapa perbezaan harga begitu ketara? Kita faham kalau jenama tak sama. Tapi tak masuk akal kalau begitu jauh,” katanya. -KD

Govt paid 10 times more for speed cameras

KUALA LUMPUR: An opposition MP today claimed Putrajaya may have paid 10 times more than the original price for its laser speed cameras.

Pokok Sena MP Mahfuz Omar, speaking in Parliament today, cited quotations on the same cameras made for three states in the US which showed remarkable differences in prices and called on the government to explain.

In a written reply to Jerai PAS lawmaker Mohd Firdaus Jaafar, Home Minister Hishammuddin Hussein had said on Monday that his ministry had paid RM173,925 per unit of Laser Digicam and RM223,500 per unit of Laser Trucam.

Meanwhile, Montana had allegedly paid only US$4,995 (RM15,292.59) per unit while Idaho paid US$5,057.44 (RM15,483. 84) per unit for Laser Trucam and Delaware paid US $6,378 (RM19,526.88) per unit of Laser Digicam.

The prices quoted also included services and warranty. Some of the states were also offered discounts for wholesale purchases.

The police have been supplied with speed cameras in stages since 1995 and the total number of cameras to date is 124 units.

Speaking to reporters, Mahfuz said Putrajaya must disclose the procurement process to avoid any allegations of corruption since the Najib administration had failed to explain similar discrepancies constantly found in contracts involving the government.

“Was it done through open tender? They must answer all this”.

The ruling coalition is now struggling to deflect accusations of foul play in its move to implement the AES, which detractors claimed were aimed at enriching some people.

The two firms awarded the contract to implement the enforcement system — ATES Sdn Bhd and Beta Tegap — will spend between RM300 million and RM400 million each to set up traffic cameras at 831 “black spots” nationwide.

Both ATES and Beta Tegap are entitled to RM16 per valid summons for the first five million issued. They will then split the remaining revenue evenly with the government up to a cap of RM270 million each.

The firms will each receive 7.5% from the remaining revenue and the government will keep the rest.

Pakatan Rakyat has suggested that the companies are linked to the MCA and Umno but this has been vehemently denied.

Parliament yesterday passed an estimated expenditure Bill for the Transport Ministry which opposition lawmakers claimed were meant for the installation of the AES.

It was passed after two votes were held following a heated debate on the controversy with the ruling coalition beating its counterparts in both polls. -FMT
